neco is carrying out the ORAT of a new hall in the Moynihan railway station. The State of New York, through the enterprise Empire State Development Corporation (ESD) has reached an agreement with the private concession operator and investor (Related – Vornado) to develop the reform and rehabilitation project for the historic building the “Farley Post Office”. Located in the heart of Manhattan, in front of Penn Station, the existing post office will be reconverted into a railway access lobby to that station (Moynihan Train Hall), which is busiest station in the U. S. with more than 650,000 pax/day.

The new installations will have 65,000 m2 of floorspace for mixed developments (commercial) and 24,000 m2 for the railway access lobby (MTH) that will provide service to the operators Amtrak (national railway operator) and LIRR (Long Island Rail Road), which is dependent on the MTA (Metropolitan Transportation Authority of New York).

The total investment in the project is 1.6 billion USD. Of these, 550 million are provided by the owner, 420 million by the railway operators and the federal government, and the remaining 630 million by the concession operator.

ESD as an enterprise of the State of New York contracted the company WSP to prepare the PMO for the project. The construction of the new railway lobby began in mid-2017 and it is expected to be operational on 31 December 2020.

The key is our experience

In 2018, WSP selected Ineco to provide railway ORAT services (Operational Readiness and Airport Transfer) in the lobby and accesses of Penn Station. This selection has been approved by the end client (ESD) and the main public agents involved, including the Port Authority of New York and New Jersey (PANYNJ), for which INECO has provided services previously (ORAT for the new terminal of Newark airport, 2017).

Ineco's innovative proposal is based on the combination of the company's extensive experience in the provision of ORAT services in the airport sector; as well as its in-depth knowledge of the development of railway infrastructure, including high capacity stations.

The basic objectives that are to be achieved through the provision of railway ORAT services are:

  • To provide the agents involved with the adequate and necessary tools to guarantee that the infrastructure is put into operation and functions in accordance with best practices and international standards.
  • To act as a bridge between the design and construction of the infrastructure and its entry into operation, guaranteeing the client that the new infrastructure will be fully operational and effective, efficient and safe from the very start of its planned opening.
