Ineco is developing a guide for the Regional Government of Galicia, within the framework of the Galicia ERDF Programme 2021-2027 and co-financed by the European Union, which will serve to draw up a structural outline describing the essential requirements for the presentation, verification and content of the climate proofing of its new infrastructures subject to European funding until 2027.

This process is a requirement for EU funding, where in addition to the climate change mitigation pillar, analysis of the resilience of the infrastructure over its entire lifetime must be demonstrated. The European Union has implemented a reference framework that defines minimum criteria for assessing whether an infrastructure and its associated investment are considered resilient and contribute to meeting the climate objectives set by EU member states. It is analysed from the levels of risk acceptability (which ones are admissible and which ones are not) to the fulfilment of the objectives of national climate change adaptation plans. It also reviews the risks identified, the stage of the project at which they should be analysed, the adaptation measures and their prioritisation and the cost-benefit analysis of these measures.

Ineco has previously carried out this kind of work on projects such as Rail Baltica, the high-speed rail project that will link Estonia, Latvia and Lithuania with the trans-European networks, in which it prepared the necessary documentation for the Climate Proofing process.
