Did you know…? Ineco Leads Spain’s First Climate Change Adaptation Plan for the National Road

For the first time in Spain, a comprehensive Climate Change Adaptation Plan is being developed for the entire State Road Network (RCE), marking a pioneering and ambitious effort to address the impacts of climate change on infrastructure. With over 23,000 kilometres of roads at risk from torrential rains, wildfires, frosts, winds, and snowfalls, this plan represents a crucial step toward ensuring the safety and resilience of future mobility.


Large-Scale Diagnostic


Ineco, in collaboration with CEDEX and the European initiative JASPERS, is conducting a technical analysis of more than 90,000 assets for the Directorate General of Roads—including bridges, tunnels, and drainage systems—to assess their vulnerability to seven key climate threats. This evaluation considers different climate change scenarios across three-time horizons (short, medium, and long-term), focusing on two main parameters: exposure (geographical location) and sensitivity (intrinsic characteristics of each asset).


Once assets with high vulnerability are identified, risk analysis is performed to determine the likelihood of extreme weather events and their potential impact on infrastructure.


Structural and Non-Structural Solutions


Based on the risk assessment, Ineco proposes adaptation measures aligned with the National Climate Change Adaptation Plan 2021–2030. These measures are categorised into:


•    Structural measures: such as redesigning infrastructure (modifications to drainage systems or tunnels, revegetation of slopes), using permeable or reflective pavements, and nature-based solutions like infiltration trenches and retention ponds.


•    Non-structural measures: including early warning systems, land use planning, emergency plan reviews, personnel training, and financial solutions like insurance against emergencies.


These actions are organized into an action plan that sets priorities, assigns responsibilities, and establishes monitoring indicators.

The Climate Change Adaptation Plan for the RCE not only protects infrastructure but, most importantly, safeguards lives. It ensures access to hospitals, schools, and workplaces, reinforcing the sustainability of a vital mobility model for the country. This initiative lays the groundwork for adapting other infrastructures across the territory to the challenges posed by climate change.


Ineco, through its Climate Change and Energy Transition Management division, is leading this strategic and nationally significant effort, which is scheduled for completion by September 2025. It exemplifies the public engineering sector’s commitment to a safer, more sustainable, and resilient future.
