Ineco Shares Its Expertise in Defence Infrastructure Management at CESEDEN

Ineco has taken part in the 20th High-Level Course on Infrastructure and Asset Management organised by the Spanish Centre for Higher National Defence Studies (CESEDEN), delivering a session on the engineering and consultancy capabilities it can contribute to the defence sector, as well as on infrastructure management and financing models.

Francisco Olmedo, Aerospace and Defence Account Deputy Director, and Pedro Saldaña, Manager in Transport Economics and Policy, shared the company’s experience with civilian and military professionals, highlighting projects that require a combination of technical expertise, strategic planning and the efficient management of public resources.

Olmedo’s presentation provided an overview of Ineco’s capabilities and their potential application within the defence field. These include airport engineering and air navigation services, including satellite-based technologies, as well as the planning, design and construction management of dual-use infrastructure, with a comprehensive approach that also covers operation and maintenance. These capabilities are complemented by ICT systems, cybersecurity, artificial intelligence and support for critical infrastructure.

For his part, Saldaña examined public-private partnerships as a tool for developing and modernising infrastructure. His presentation addressed concession-based models from a whole-life-cycle perspective, explaining how they can help align investment, operation and maintenance with clearly defined and measurable quality standards.

The session also underlined the importance of assessing the suitability of these arrangements for each project, allocating risks appropriately between stakeholders, and evaluating their long-term benefits and costs. This approach builds on Ineco’s extensive experience in providing technical, legal and economic-financial advisory services for the structuring and monitoring of concession contracts.
