The transformation of Spain’s justice system goes beyond technological deployment; it is a strategic national project aimed at strengthening institutions and enhancing democratic quality. Within a complex structure, the transition from paper to data requires a profound cultural shift to simplify the relationship between society and the courts. Through strategic consultancy and process re-engineering, Ineco is working to redesign the Administration from the ground up, promoting a co-governance model that is more agile, secure and capable of responding effectively to the demands of the 21st century.
Since 2016, the Ministry of Justice has relied on a team of Ineco professionals providing support across the full lifecycle of its digital administration projects and the digitalisation of judicial headquarters. This team works closely with the Ministry on a wide range of information and communication technology (ICT) activities, primarily related to electronic justice. Ineco has established itself as the leading ICT partner and trusted in-house provider, heading a collaborative ecosystem alongside 25 companies in the sector to advance the objectives of the Justice 2030 Plan.
Milestones and Technological Solutions
Ineco’s contribution is reflected in tools that transform the way citizens and legal professionals interact with the justice system. Among the most notable projects are:
• Carpeta Justicia: Portal that enables efficient, real-time interaction with the Administration, improving the usability of digital services.
• ATENEA and SIRAJ: The development of a new case management system and the Integrated System of Administrative Records Supporting Judicial Activity, which centralises criminal information.
• Electronic Judicial File (EJE): Through the ACCEDA platform, secure access to documents has been facilitated, achieving more than 200,000 case file downloads and significantly reducing paper use.
• ADIA (AI Document Assistant): A pioneering Artificial Intelligence solution capable of anonymising 10-page documents in under one minute with a 97% accuracy rate, ensuring legal security.
• Innovation and Data Management: The creation of innovation labs, large-scale file digitalisation, and advanced exploitation of sensitive information to support continuous service improvement.

The scale of this transformation is reflected in a workforce of 1,500 professionals dedicated to advancing the digitalisation of the Administration. This multidisciplinary team enables the export of Spain’s expertise in process re-engineering to international forums such as the World Bank Group and the Inter-American Development Bank (IDB), positioning public-sector engineering as a global benchmark in digital justice.
