Riga Airport Master Plan

Ineco leads the strategic roadmap to 2050

Riga Airport has entrusted Ineco with the development of its new Master Plan, which will define the transformation of the infrastructure over the next 25 years. The need for this new strategic framework arises following a period of recovery and growth: in 2023, the airport handled 6.6 million passengers and 14,000 tonnes of cargo, operating flights to 100 destinations.

Looking ahead, forecasts indicate that passenger traffic could reach 9 million passengers per year by 2030 and exceed 12 million by 2050. Ineco is leading this planning work to address the projected increase in demand, covering everything from a detailed analysis of current capacity to the definition of the investments required to consolidate the airport as the main connectivity and efficiency hub in the Baltic region.
This transformation is structured around a multimodal hub vision. The plan integrates the airport with strategic projects such as the Rail Baltica high-speed railway, enabling seamless connections between air and rail transport. The scope of work includes the development of various growth scenarios, planning for terminal expansion and optimisation of passenger flows to improve the user experience. It also assesses airfield capacity and incorporates sustainability and digitalisation solutions.

In addition, the development of RIX Airport City is envisaged: a 24-hectare commercial and business zone within the airport environment, designed to diversify revenue streams and strengthen the local economic ecosystem.
