The transformation and strengthening of public agencies form one of the cornerstones of Ineco’s consulting activity. As an in-house company of Spain’s General State Administration, Ineco acts as a strategic partner in shaping the direction of key bodies, defining roadmaps that reinforce their role as essential public services.

This work makes it possible to identify priority lines of action and implement the structural changes required for agencies such as AESA, AEMET and AESF to respond effectively to the challenges of safety, sustainability and digitalisation in the 21st century.

Strategic roadmaps for key organisations

Ineco supports state agencies throughout their entire transformation cycle, from the initial diagnosis to the rollout of their strategic plans:

•    Spanish State Aviation Safety Agency (AESA): Ineco has led the diagnostic phase and the development of the 2024–2027 Strategic Plan, establishing 47 improvement actions aimed at consolidating the Agency as an international benchmark in safety and sustainability. This process includes the reengineering of critical processes, the management of aeronautical personnel licensing, the regulation of aeronautical easements and the optimisation of passenger claims management.

•    Spanish State Meteorological Agency (AEMET): Under the Agency’s leadership, Ineco has provided expert support in the preparation of the 2025–2029 Strategic Plan, playing an active role from the comprehensive analysis of capabilities through to the design of evaluation mechanisms. This collaboration has enabled the definition of a strategy focused on digitalisation, forecasting and climate change, aligning institutional objectives with national commitments to civil protection and ecological transition.

•    Spanish Rail Safety Agency (AESF): Ineco provides technical assistance in defining the Agency’s operational strategy and improving its organisational processes. The company collaborates in the analysis and design of strategic lines of action that strengthen the Agency’s supervisory capacity and ensure alignment with the safety and efficiency standards required by today’s rail sector.
