Technical Office for the Recovery, Transformation and Resilience Plan

Professionals driving Spain’s modernisation and green transition

The effective management of Next Generation EU funds represents a historic opportunity to transform Spain’s productive fabric and strengthen the country’s sustainability and digitalisation. In this context, since 2021 Ineco has been providing specialised operational consultancy services to support the rollout of the Recovery, Transformation and Resilience Plan (PRTR).

This work is channelled through a technical office that provides direct support to the Ministries of Transport and Sustainable Mobility, and of Ecological Transition and Demographic Challenge, contributing to the implementation of strategic investments and to meeting the milestones and targets set out in the PRTR.

High impact operational consultancy

With a team of more than 150 professionals, Ineco carries out technical, administrative and monitoring tasks, applying planning and control methodologies aligned with the requirements of European funds. This specialist support has been key in facilitating the processing, monitoring and execution of numerous strategic projects.

One of the priority areas of action is the PERTEs (Strategic Projects for Economic Recovery and Transformation), such as the PERTE CHIP, aimed at developing Spain’s microelectronics and semiconductor industry, for which Ineco is also responsible.

A proven track record in major technical offices

This type of technical office is one of Ineco’s consolidated areas of expertise. Over its more than 55 year history, the company has supported major public projects from an operational standpoint, including:

  • The management offices for the Acoustic Insulation Plans at Madrid and Málaga airports
  • The Operational Transition Offices for Madrid‑Barajas T4 and Barcelona‑El Prat T1
  • The National Transport Observatory (since 2013), which has inspired similar initiatives in other countries, such as Brazil

Internationally, Ineco is currently performing a similar role as the executing unit for Costa Rica’s national transport infrastructure improvement plans, including the technical, legal, environmental and administrative management of projects across the country.
