Vietnam North-South High-Speed Rail Line

Feasibility Study and Development of the Hanoi–Ho Chi Minh City Connection

Vietnam is advancing the definition and development of its future North-South High-Speed Rail Line, a strategic 1,541-kilometre railway corridor planned to connect the capital, Hanoi, with Ho Chi Minh City. Designated a national priority by Vietnam’s National Assembly and backed by an estimated investment of USD 67 billion, the project represents the country’s most significant transport infrastructure initiative, aimed at strengthening territorial cohesion and promoting a sustainable, low-carbon mobility model.

Within this programme, Ineco is acting as Project Manager during the preparatory phase, leading an international consortium comprising the French engineering group Artelia, its subsidiary Artelia Vietnam and the local company RCIC, in collaboration with Renfe Proyectos Internacionales. With an execution period of more than ten months, the contract includes the preparation of the feasibility study and the development of the basic engineering design, both essential for defining the project scope, technical requirements, operational specifications and budget for the subsequent construction phases.

Technical Scope and Engineering Disciplines

Ineco’s role focuses on the technical management of the project’s core workstreams, applying Building Information Modelling (BIM) methodologies to ensure the integrated coordination of the design process. Key areas of work include rail alignment definition, civil engineering design, tunnels and major structures, station architecture, as well as technical studies covering electromechanical installations, electrification systems and power supply infrastructure.

The technical contribution also includes the transfer of knowledge from the Spanish high-speed rail model, internationally recognised for its cost efficiency, safety standards and interoperability. This expertise is being adapted to Vietnam’s specific topographical conditions, environmental constraints and mobility requirements, ensuring solutions tailored to the country’s needs.

A Flagship Global Gateway Project in Asia

The project is positioned as a key initiative within the European Union’s Global Gateway strategy, which supports the financing and development of sustainable infrastructure across Asia. In this framework, Ineco actively participates in bilateral institutional and technical forums between the EU and Vietnam, including the EU-Vietnam Global Gateway Forum, contributing its expertise in the planning and management of large-scale railway networks and supporting the implementation of international standards for quality and sustainability across the region.
