Mexico’s Gulf Central Highway connects the country’s southeast

The consortium formed by Inecomex (Ineco's Mexican subsidiary) and Cal y Mayor has been awarded the services of Administrative and Supervisory Agent (AAS) of the Gulf-Central highway for the next five years for a value of 123.8 million Mexican pesos, consolidating its international leadership in the management and supervision of large transport infrastructures.
The Gulf of Mexico Highway connects the southeast of the country, particularly the Gulf of Mexico region, with the central region, improving access and facilitating transit between these two key areas. The 142.2 km long highway is part of the National Highway Network and connects the cities of Veracruz and Mexico City, crossing the states of Hidalgo and Puebla.It features six toll plazas with more than 90 payment lanes. This highway registers an average daily traffic of approximately 200,000 vehicles, mostly private cars and freight trucks.
The project includes a wide range of key services aimed at ensuring the operability, safety, and efficiency of the infrastructure. These services include continuous monitoring of operation, maintenance, and repair services, as well as compliance with their respective plans and procedures; and monitoring the integrity of the toll management system and vehicle measurement equipment. and the audit of said system, including highway traffic counts and revenues.
Furthermore, the contract includes collaboration in providing immediate technical and operational support in emergencies, the implementation and maintenance of the Highway Management System, and comprehensive oversight of the implementation of technologies such as electronic toll collection, interoperability, Intelligent Transportation Systems (ITS), and the fiber optic network. Finally, the contract covers the supervision of the procurement and management of insurance for users and property, as well as continuous monitoring of the Highway, thus reinforcing the commitment to safe, efficient, and sustainable mobility.


New Boost for Mexico's Infrastructure
With this new contract, Ineco reaffirms its commitment to the development of sustainable and safe infrastructure in Mexico, contributing its experience and technical expertise to improve mobility and road safety in the region.
For the past 15 years, Ineco has played a fundamental role in the supervision and management of Mexico's highways as the supervising agent for the Guadalajara-Colima section, a key route within the Manzanillo-Tampico corridor, which connects the Pacific Ocean with the Gulf of Mexico.

Currently, Ineco's presence in Mexico comprises a team of approximately 80 professionals distributed across 5 offices in 4 states, with extensive technical capabilities in the operation and maintenance of road and rail infrastructure. Since 2023, it has also included a production center in its Mexico City offices, with the aim of supporting projects worldwide with professionals from diverse disciplines such as consulting, civil engineering, BIM, and IT.

Throughout 2025, Ineco has been at the forefront of major infrastructure projects across all transport sectors in Mexico: the managing and supervising agent for the Guadalajara-Colima highway, early operator services for the Maya Train, which continue the previous shadow operator work, and consulting studies for GAP airports, which have generated new contracts in airport design.

Ineco's Presence in the Americas
Ineco has a long and solid track record in the Americas, where it began working in the 1970s and 80s with studies for Renfe and the Latin American Railway Association, collaborating in countries such as Chile, Brazil, Mexico, Uruguay, and Costa Rica to improve their transportation systems. Since those early railway and integrated mobility projects—such as those carried out in Colombia and São Paulo—the company has consolidated a stable presence in the region, progressively expanding its activity to areas such as metropolitan transportation, multimodal planning, airports, highways, operational safety, transportation digitalization, and strategic consulting for governments and multilateral organizations.

This evolution has gained remarkable momentum in recent years: in 2024 alone, Ineco achieved a production of 20.2 million euros in America, almost double that of 2023. Of particular note is the growth in Peru, with projects such as the Final Engineering Study for the New Central Highway and the supervision of the Jorge Chávez Airport expansion works, as well as the consolidation of our activity in Mexico, Uruguay, Chile, Brazil, and Costa Rica, where we carry out projects ranging from railway consulting and feasibility studies to the management of infrastructure programs, the implementation of intelligent transportation systems, and technical support for institutional reforms.
