The President of Ineco, Sergio Vázquez Torrón, took part in the IESE Infraestructuras forum, one of Spain’s leading platforms for debate on mobility, energy and territorial transformation.

Under the theme “Making it work tomorrow: transport reliability and system coordination”, Vázquez joined SEOPAN President Julián Núñez and EMT Madrid CEO Alfonso Sánchez on a panel focused on strengthening the operation and maintenance of infrastructure in a context shaped by the energy transition, digitalisation and climate resilience.

During his remarks, Vázquez stressed that “in Spain there is a difficulty in conducting a calm and balanced debate on public policies, not only infrastructure, largely due to extremely complex conditions within the public sector ecosystem, which are often not well understood from the outside.” He added: “It is a great country when it comes to delivering major projects, and it continues to prove it.”

He also underlined the need to prepare infrastructure for the impacts of climate change by incorporating resilience criteria into both design and operations. “We have transformed our infrastructure system in a very short period of time, making an extraordinary leap that has generated tensions and a certain degree of strain which we must now address, although we start from a strong position. The challenge is no longer just to keep growing, but to evolve towards better operation, maintenance, governance and co-governance of the system. Significant steps are being taken in this direction, such as the Sustainable Mobility Law, which aims to become a framework for shared planning and coexistence,” he said.

The event, organised by Caminos Madrid and IESE, brought together leading figures from across the sector to examine the major challenges facing infrastructure in Spain, including financing, technological innovation, maintenance of critical assets, and the integration of tools such as artificial intelligence and digital twins.
