New Single Transport Pass

Design, definition and implementation of the new national fare model

Using public transport in Spain often means navigating a complex mix of different tickets, prices and operators, making journeys more difficult for users. To encourage people to leave their cars at home, the system needs to be simpler, with rail and bus networks operating as a single, integrated system. Achieving this integration requires technical work to ensure that different technologies and regulatory frameworks are compatible, allowing one single transport pass to be valid across multiple services.

Spain’s Ministry of Transport and Sustainable Mobility has drawn on Ineco’s technical expertise for the design, definition and implementation of the new Single Transport Pass. This project enables citizens to travel across the country using public transport. Ineco has led the strategic consultancy and engineering work, addressing both operational and economic feasibility, as well as defining the technological requirements needed to ensure interoperability between operators.

A multimodal integration model

The pass allows unlimited travel for 30 days across a network that includes Cercanías, Rodalies and conventional Medium‑Distance rail services, as well as state‑run bus routes. The system simplifies the user experience and encourages the use of public transport. Ineco’s work has included defining the operational framework to unify services under a single ticket, designing the technical features required for recognition across different networks, and carrying out public consultations to align the service with real mobility needs.

Towards the mobility of the future

This project forms part of the Safe, Sustainable and Connected Mobility Strategy, which aims to advance a vision of mobility as a fundamental right. Within this framework, Ineco plays a key role in the digital and operational transformation of public transport, promoting a model that is efficient, accessible and genuinely people‑centred.
