Strategic Transformation for Civil Aviation

Ineco supports AESA in its institutional modernisation process

The State Aviation Safety Agency (AESA), which forms part of the Ministry of Transport and Sustainable Mobility, is the body responsible for ensuring compliance with civil aviation regulations in Spain. As part of its commitment to providing more efficient, accessible services aligned with the needs of the aviation sector, AESA has embarked on an extensive organisational transformation.

Ineco has been selected as the technical partner to support this process, contributing its expertise in strategic planning, process re-engineering and change management. The project began with a comprehensive assessment of the Agency’s starting point, including an analysis of its internal processes and the expectations of both its staff and key stakeholders across the aviation ecosystem.

An ambitious roadmap

Based on this analysis, 47 improvement initiatives were defined, grouped into nine objectives and structured around two core strategic pillars. These measures form the backbone of the new 2024–2027 Strategic Plan, unveiled by AESA in February 2024.

This holistic approach has made it possible to modernise processes, enhance operational efficiency and strengthen the Agency’s focus on citizens and the sector at large.

Ongoing support

Alongside this strategic work, Ineco is also providing advisory support for the preparation and approval of AESA’s new 2025–2028 management contract. This legal instrument, provided for under Law 40/2015, sets out the objectives, expected outcomes and management guidelines that will steer the Agency’s activities over the coming years.

Ineco’s decades of experience in the transport sector (particularly in institutional advisory services for national and international bodies) has been key to ensuring a robust, participatory transformation aligned with best practice.
