Ineco has joined the working group responsible for selecting the measures included in the transport and mobility chapter of the 2026–2030 Work Programme II of the National Climate Change Adaptation Plan (PNACC) 2021–2030. The company is represented by Elena Curto, Ineco’s Head of Climate Change and Energy Transition, who also contributed to the development of the first document.

The initiative is organised by the Spanish Office for Climate Change (OECC) and brings together various institutions linked to the transport system and public planning.

Within Work Programme II (2026–2030), the working group is focused on identifying and prioritising measures aimed at strengthening the resilience of transport infrastructures and networks to the effects of climate change. Key lines of action include analysing physical risks linked to climate change in infrastructures such as ports, airports, roads and the railway network; preparing action plans to enhance the resilience of transport networks; and developing systems for monitoring, forecasting and overseeing the operability of infrastructures.

The programme also envisages progress in developing coordinated contingency plans to ensure service continuity during extreme weather events, assessing the vulnerability of critical points within the land transport network, and updating design and calculation standards for infrastructures by integrating climate resilience criteria from the early planning and construction stages. The process also includes the creation of specialised technical working groups focused on climate change adaptation, resilience and transport.

This Work Programme II, developed with contributions from 18 ministries as well as various state agencies and autonomous bodies, sets out the measures to be implemented during the final five years of the National Climate Change Adaptation Plan 2021–2030—Spain’s key planning instrument for enabling coordinated action in response to the impacts of climate change.
