Both projects form part of Ineco’s well‑established track record in Uruguay
Ineco strengthens its international positioning in Latin America with the award of two strategic projects in Uruguay aimed at transforming and modernising the country’s railway system.
Firstly, the company will take part, together with CSI Ingenieros, in the development of Uruguay’s Railway Master Plan. This initiative, promoted by the Ministry of Transport and Public Works (MTOP) and the National Development Corporation (CND), seeks to redefine the role of railways in national mobility and logistics. With a budget of close to USD 250,000, the plan will serve as a roadmap for developing a modern, efficient and competitive railway system, fully integrated with other modes of transport and connected to the main productive regions. The project is financed by the Development Bank of Latin America and the Caribbean.
The consultancy will carry out a comprehensive analysis of the current state of the railway network and forecast demand up to 2050. It will identify high-impact projects, define a sustainable investment plan — including innovative and climate finance — and establish the necessary regulatory and implementation frameworks. The process will also include public participation initiatives, with the aim of building a shared vision for the future of rail transport in the country.
This award is complemented by the extension of the advisory contract that Ineco maintains with the MTOP in the field of railway maintenance and management. Under this new agreement, the company will continue to provide technical support to the National Directorate of Rail Transport in key areas such as maintenance, safety, operations and regulation.
Both projects form part of Ineco’s well-established track record in Uruguay, where it has been collaborating since 2018 on the development of the Central Railway, a strategic infrastructure linking the Port of Montevideo with the city of Paso de los Toros. With more than 270 kilometres of track, this project has marked a milestone in the reactivation of rail transport in the country and in the improvement of its logistics system. Together, these initiatives reinforce Ineco’s role as a leading technical partner for the Uruguayan authorities and its contribution to a more sustainable, efficient and integrated transport model in the region.
Ineco accelerates its growth in Latin America
Ineco’s presence in the Americas, which began in the 1970s and 1980s, has become a cornerstone of the international projection of the Spanish transport infrastructure model. This trajectory has helped position Spain as a benchmark in railway, airport and road engineering, in collaboration with other Spanish companies established in the region.
The company’s activity is reflected in its participation in key projects. In Mexico, Ineco has accumulated more than fifteen years of experience supervising strategic infrastructures such as the Guadalajara–Colima section and, more recently, the Gulf Central Motorway connecting Veracruz with Mexico City, as well as its work as shadow operator of the Maya Train. In Brazil, it has led the coordination of the consortium responsible for the Rodoanel Mário Covas, a key project to improve connectivity in São Paulo. Ineco has also played a significant role in Costa Rica, working with the Ministry of Public Works and Transport, and in Argentina through its involvement in the Paseo del Bajo project in Buenos Aires.
These projects are complemented by the company’s growing activity in Peru, where it has been selected to supervise the design and construction of the Peripheral Ring Road, the largest urban corridor planned in the country. This contract adds to other ongoing projects, such as the expansion of Jorge Chávez International Airport and the development of the Detailed Engineering Study for the New Daniel Alcides Carrión Central Highway, Peru’s first mountain motorway.
