Ineco and the Directorate-General for Roads Highlight Open Innovation for a More Sustainable Future for Spain’s Road Network

Granada hosted the 7th Ibero-American Forum on Public Procurement of Innovation and Open Innovation, organized by the Centre for Technological Development and Innovation under the Ministry of Science, Innovation and Universities. The event brought together public administrations and stakeholders from the innovation ecosystem to promote and implement improvements in public services.


Representing the Directorate-General for Roads (DGC), Alejandra García Montolío, civil engineer and innovation specialist at Ineco, took part as a speaker and expert in Public Procurement of Innovation (PPI). Her contribution to the panel “Using PPI to Drive Different Strategies: Building a More Sustainable Future for Spain’s Roads” underscored the role of open innovation in advancing sustainable solutions for the State Road Network (RCE).


From her position in the innovation support unit within the Subdirectorate-General for Sustainability and Innovation, García Montolío highlighted key elements of the DGC Innovation Plan 2030, expected to be unveiled in early 2026. The plan is conceived as a continuous cycle of identifying needs, prioritizing challenges, experimenting, analyzing results, and transferring knowledge. She also emphasized the integration of innovation and sustainability criteria in tender documents, progress in the digitalization of centralized procurement to enhance agility and efficiency, and the design and implementation of the Pavement Program with sustainability, safety, and energy efficiency at its core.


The forum featured spaces for reflection, hands-on workshops, and presentations of challenges from Ibero-American public entities, addressing everything from identifying and prioritizing unmet needs to prototyping and deploying solutions. Discussions focused on advanced data use, new technologies, and innovative public procurement models that foster public-private collaboration in developing cutting-edge solutions.
