As Independent Safety Assessor (ISA), Ineco and Inecomex will be involved throughout the various phases of the project to verify that the railway system meets the required safety standards prior to entering service.
Ineco, together with its subsidiary Inecomex, has been appointed to deliver the Independent Safety Assessment (ISA) for the Saltillo–Nuevo Laredo rail corridor, a new approximately 400-kilometre double-track passenger railway included in Mexico’s National Railway Infrastructure Programme for Passenger Transport. The contract has been awarded for an amount close to €2 million.
As Independent Safety Assessor (ISA), Ineco and Inecomex will participate throughout the different phases of the project, evaluating compliance with the required safety standards prior to the line entering service. Their scope of work will include risk monitoring, review of the various railway subsystems and their integration, supervision of testing activities and, ultimately, the issuance of the safety assessment report required to certify the corridor’s readiness for operation.
The assessment will also cover the infrastructure and systems required for future operations, including stations, depots and maintenance facilities, as well as signalling, communications, power supply and railway control systems, together with rolling stock. Among the technologies planned for the corridor is the European Rail Traffic Management System (ERTMS) Level 1, which will help ensure safe and coordinated railway operations while preparing the future connection with the San Luis Potosí–Saltillo section.
Independent Safety Assessments are a key element in ensuring that railway infrastructure is designed, built and integrated in accordance with the safety requirements established by the relevant CENELEC standards. Accredited to undertake this activity since 2003, Ineco has delivered ISA services on a wide range of national and international projects, including the Panama Metro and Morocco’s railway network.
The contract also marks Ineco’s first collaboration with the Agency for Trains and Integrated Public Transport (ATTRAPI) and reinforces the company’s rail activity in Mexico. With 25 years of experience in the country, Ineco has contributed to major road, rail and airport projects. These include the management and supervision of the Guadalajara–Colima and Golfo-Centro motorways, advisory services for the early operation and management of the Maya Train, and several airport consultancy projects for Grupo Aeroportuario del Pacífico (GAP) and Grupo Aeroportuario Centro Norte (OMA).
